This text is a survey treated by four vocational Agencies for the FSE 2000/2001 project of the Lombardy Region.
Starting from an analysis of the evolution of the compulsory formative regulations, the research focus on the causes of the uneasiness. At first it underlines the causes in the school system and it suggests a new integrated formative system respecting the formative rights of the subjects.
This is shown in the 703 interviews carried out by several operators in three provinces of Lombardy.
The interviews analyse in details the priority causes coming from the inside, from the outside (cognitive, motivational, familiar, related to the formation context) and the effectiveness of the adopted interventions
