DESCRIPTION OF CONTENTS:

The present document is a communication sent by the European Commission to the other European Institutions and Organs. It deals with the problem of early school leaving, its causes and effects and the recommended measures that each Member State should take into account to reduce this phenomenon. Firstly, it illustrates the goals of the “Europe 2020” growth strategy regarding the necessity of lowering European average of scholastic drop outs. Then it presents the consequences of this problem at individual and general level, which are not limited to the education field but are widespread all over other sectors (the labor market for example). The origins of this phenomenon are to be found in a cocktail of individual, educational and socio-economic factors: all of them are connected with a context of personal uneasiness and deprivation, low education of families and socio-economic difficulties. The solution proposed by the Commission directly calls for States cooperation and commitment providing a framework within which national authorities should find possible measures to be implemented in their own country. The right approach to this problem is to collect data on specific basis, that means not to undervalue the national, regional and local differences while analyzing the phenomenon. Finally the European Commission suggests examples of preventive measures and intervention policies to discourage students from dropping out. To sum up, this Communication reviews all the tools and projects that will take place within the European Union in order to support States’ strategies concerning the reduction of the national rate of early school leaving.

COMMENTS ON THIS PUBLICATION:

The European Commission’s point of view on the problem of early school leaving is well defined and explained in this official Communication. It stresses the weak points of Member States’ performances in tackling and reducing the scholastic drop outs. Considering the high percentage of children that leave school too early, the European Commission spurs States to act, recommending them concrete measures for that. Through these kinds of official remarks States are more likely to intervene and to receive low scores if they perform badly. States are invited to take into account the measures suggested by the Commission, according to their national situations. Indeed, the present document is not only a simple reflection on the phenomenon of early school leaving, but its aim is to point out useful tools to get rid of this problem. The Commission is really caring about the future of the European students and its commitment to the problem of scholastic drop out is very strong. The prospect of supranational cooperation and the Commission’s request of deep involvement in further projects on this issue are the most appropriate conclusions drafted in this Communication.
